Reads a v1.6.x siloed pool's isSiloed(remoteChainSelector) in one eth_call.

Whether the lane has its own silo; false for selector 0 and for unknown lanes.
Remarks
Callers must resolve the pool first (assertSiloedLockReleasePool, plus a v1.6.x check): the getter is absent from every other family and from v2.0.0. Read against the v1.6.0 siloed ABI at v1.6.1 too, as readTokenPoolLiquidity does: the function is identical there.
