Pre-flights that a lane is siloed on a v1.6.x siloed pool, since the per-lane liquidity and
rebalancer writes revert ChainNotSiloed otherwise.

Remarks
A property of the pool, not of the caller, so the ops run it with or without a
sender. The error names both cures: designate the lane, or use the unsiloed-bucket ops.
Throws
CCTParamsInvalidError if the lane is not siloed
