Pre-flights sender against a lane's getChainRebalancer(remoteChainSelector) for a per-lane
liquidity write: the per-lane counterpart of assertPoolRebalancer.

Remarks
Run after assertSiloedChain, so the rebalancer read is the silo's own rather
than the unsiloed one the pool falls back to. Neither the owner nor the unsiloed rebalancer may
move a silo's liquidity; the pool reverts Unauthorized for both.
Throws
CCTParamsInvalidError if sender is not the silo's rebalancer, or the silo has
none
