Hooks owner. Sets tx.from for offline / multisig signing and, when supplied, is checked against the hooks' on-chain owner() before calldata is built. Optional for ApplyCCVConfigUpdates.generate; ApplyCCVConfigUpdates.execute defaults it to the signing wallet.
